DETAILED PLANNING AND BUILDING RESTRICTIONS

Plot no. 2 – 20032 m² – agricultural land – this plot is eligible for construction (primarily natural grassland, with the northern part of the plot covered in forest, and shrub areas are also present behind stone walls in the southern part). I have attached a main sketch showing the location of plot no. 2.
Plot no. 3 – 102999 m² – agricultural land

Plot 2 has a designated building area, allowing for constructions in TP3 fire resistance class. The maximum building coverage percentage is 2. The allowable building footprint is 500 m². Buildings can be single-storey with an attic. The land area may accommodate 1 dwelling and 2 outbuildings. The maximum permitted building height is 9m, with a roof pitch of 25-45 degrees. The orientation of the roof ridge is flexible.

The external finishing of buildings is determined by specific construction projects. The manager of the Vääna conservation area (Harju County Environmental Service) does not impose restrictions on the choice of construction materials.

RESTRICTIONS DUE TO LOCATION

The entire Sirina plot I is located within the territory of the Vääna conservation area, which was protected by the Government of the Republic’s Regulation No. 144 of 16 June 2005, “Taking Under Protection Conservation Areas in Harju County.”
There is no separate conservation regulation for the Vääna conservation area, so it must be treated as conservation according to §§ 32-33 of the Nature Conservation Act. As a general rule, all existing economic activities may continue in the conservation area, but for new activities, the landowner must coordinate with the Harju Environmental Service.
The conservation area must protect local natural values such as alvars (meadows), juniper groves, and swampy and boggy forests.
During construction activities, care must be taken to minimize damage to the immediate construction area (soil and vegetation) and preserve the natural appearance of the area. Old stone walls must also be preserved. There are no cultural heritage sites in the planned area.

ACCESS ROAD
Access is ensured through a servitude across the Hansu property in favor of the Sirina plot.

NEIGHBORS AND PRIVACY
The Sirina plot should appeal to those who value privacy – there are few neighbors.

Water supply is planned from a borehole, local sewage system (soakaway), electricity connection is based on amperage, with no restrictions on heating methods.

The igloo sauna is ready for water and electricity connections.
The access road has been coordinated with neighbors in the detailed planning.

PROPERTY
The size of the Sirina plot is 14.34 hectares, with the purpose of agricultural land, of which 5.08 hectares are beautiful forest land, 3.78 hectares are arable land, 0.1 hectares are natural grassland, and 5.47 hectares are other land.
The Sirina plot is located within the territory of the Vääna conservation area, which contains rare alvars, juniper groves, swampy and boggy forests, and other natural values. A very special and rare property, with a calming aura.
