Uus Maa Real Estate is introducing a new service of giving out Energy Performance Certificates (EPC), as from the beginning of the year 2009 it’s obligatory to the seller or the owner of a building or its part to present the EPC. Energy Performance Certificate service will be available in the offices of Uus Maa in Tallinn, Tartu and Viljandi. The price depending on the property will be from 1000 to 3000 kroons.
Starting from the 1st of January 2009 anyone wishing to project a new building or buy or rent an apartment or house has the right to demand for the EPC. The Energy Performance Certificate shows how energy efficient is the property. The higher the category of energy efficiency (from A to G) the smaller will the energy expenses in the future be.
The necessary documents will be compiled by Uus Maa specialists in Tallinn, Tartu and Viljandi offices who have gone through special training and obtained a license to do so.
According to the head of the appraisal department of Uus Maa Real Estate Monika Kuntsel, obtaining the Energy Performance Certificate can be an important argument when designing the sales price. The EPC gives a guarantee to the buyer that the monthly maintenance cost will remain on the same level and will increase only in case of a general price rise in the energy sector. Following the European Union directive makes the costs of owning real estate clearer and easily understandable for the buyers.
Energy Performance Certificate is a document that shows how much energy a building or its part (i.e. apartment) consumes, including the heating, air conditioning, heating water, ventilation, lighting and allows to compare those figures to other similar buildings. The EPC works in favour of the buyer of real estate and provides information about the average energy consumption of the apartment/house/building. This should stimulate the owners of real estate or building companies to make the buildings more energy efficient.
On existing buildings EPC is compulsory if the property is purchased after the 1st of January 2009. The owner is obligated to provide the EPC. On buildings started in 2009 the EPC has to be acquired by the company or person who designed the project of the building. The Energy Performance Certificate is valid for 10 years.
